 A. Asohan,  a well-known veteran technology journalist in Malaysia, has taken notice of the quagmire that Malaysia's broadband industry seems to be sinking deeper into in recent months. Taking aim at the barely-acknowledged practice of bandwidth throttling adopted by our local Internet Service Providers, A. Asohan has written an excellent opinion piece in The Star that makes for a damning indictment on the current state of broadband in Malaysia. On bandwidth limiting, A. Asohan says:

Maxis did it first when it rolled out its wireless broadband service last year. Under the “Terms and Conditions” of usage, it had this little gem: “Maxis may, at its sole discretion, automatically disconnect the customer’s Internet session after a period of inactivity, which may vary from 20 minutes to 30 minutes.” 

And if that’s not all, here’s the clincher: “Each customer’s total usage per month shall NOT exceed 3GB of data volume transmitted ...” 

Now rumours have been flying that the country’s No 1 Internet service provider (ISP) TM Net is proposing to do something similar with its Streamyx broadband service.

It doesn't take a maths genius to figure out that a 100 megabytes per day is not sufficient in today's Internet landscape of Skype, Youtube, podcasting and video blogging. Diggnation, a popular video podcast for the social news website digg.com, weighs in at an average of 300 mb per weekly episode. If you were a Maxis wireless broadband subscriber, viewing such content would be out of the question for you, leaving you in an 1990's time bubble of plain HTML web-surfing, e-mail and instant messaging. And don't even think of turning on that webcam!

Terms such as “traffic shaping” and others are being bandied about. This is what ISPs in other countries are doing after they found out their services had been over-subscribed. But at least those foreign ISPs had to admit their infrastructure was not up to par.  

Malaysian ISPs, on the other hand, are complaining about the slow adoption rate, and have conducted multi-million ringgit-marketing campaigns to boost subscription. 

So despite these complaints, demand is far outstripping supply, even if the ISPs don’t want to admit it. It’s logical, isn’t it? If your network is being under-utilised, why would you need to restrict access? Duh!

Packet-shaping on Streamyx is now an open secret, having been implemented on a wide scale in mid-September 2006 to keep TMNet's bandwidth utilisation under control. The above quote from A. Asohan's editorial aptly contrasts the two contradictory messages that we frequently hear from our local ISPs; that Malaysia's broadband adoption rate is slow thus making it an unprofitable venture, and at the same time bandwidth throttling is being implemented to limit demand of a supplied service that was promised in the T&C form that the consumer signed.
